This program provides subsidy for transportation within the community for individuals and families that are within low-income level.

The Taxi Pass Program is an income-based program that helps reduce the cost of taxi rides for eligible clients who live in the Town of Peace River. Every month, clients can buy 60 tickets. One booklet of 20 tickets costs $15. Each booklet provides $100 in Taxi rides, for an 85% subsidy.

The Taxi Pass Policy has been reviewed and a summary of the proposed changes are below.

  • Clarification on the process for minors
    • Rationale: The process was vague in the previous policy.
  • All seniors will be income tested – the grandfather clause is suggested to be removed.
    • Rationale: To be consistent with the purpose of the program.
  • Adjustment of the disability category to CCP Disability Benefits
    • Rationale: The income range for this benefit is $580.74 to $1546.05/month.  The highest level would be approximately $3,000 over our individual income level.  This is consistent with other categories that use a provincial or federal program baselines as the threshold, therefore ensuring a segment of the community that fit this category could access the Taxi Pass Program.
  • Addition of subsidy change and removal of fee reference within the policy.
    • The ticket fee has been removed from the policy as it is addressed under the Fees and Charges Bylaw.
    • The suggested annual subsidy adjustment has been included in the policy to provide clarity and confirmation on the proposed annual changes. The chart below illustrates the proposed change to the cost per ticket and the adjusted subsidy level. This program is highly subsidized at 85%, while most taxi saver/subsidy programs are closer to 50% subsidy. To keep the program sustainable and financially viable to the Town, the subsidy level is being recommended to be adjusted.
