Presentations

1. Farewell to previous Council

The meeting kicked off with offering an official thank you and send-off to the previous Council. In attendance were former Mayor Tom Tarpey and former Councillor Colin Needham, with former Councillor Johanna Downing attending remotely. All three were thanked for their work in their time served on Council, and were presented with a Certificate of Appreciation and a framed picture of the Peace Valley in autumn.

2. Peace River Curling Club

Operating costs have gone up.

A motion to have Administration bring back a briefing note regarding forgiveness for the outstanding loan was carried.

3. SSgt Dave Browne – Quarterly Policing Reports and Multi Year Financial Plan

The motion to ask Administration to bring back a Briefing Note was carried. 

New Business

1. Briefing Note: Intermunicipal Development Plan Referral from Municipal District of Peace No. 135 – Commercial Cardlock and Retail Fuel Sales

The motion to accept this Briefing Note for information was carried. 

2. Briefing Note: 2022 Temporary Outdoor Patio and Retail Space Pilot Project

The Temporary Outdoor Patio and Retail Space Pilot Project will continue. As described in the above attached document, “Given this success, Administration will renew the pilot until the Land Use Bylaw Refresh project is complete and the program can be integrated (or not) into that document. The program has been adjusted slightly to change the permissions requirements associated with spaces on public lands, apart from sidewalks. There has been limited uptake to creating patio spaces in these areas and Administration does not expect this change to have a significant impact.”

The motion to accept this Briefing Note for information was carried. 

3. Request for Decision re: Repeal of Obsolete Directives

The motion to rescind the following Council policies:

  • D-41-1997-02-01 Emergency Water Line, Sewer Line and Service Repairs;
  • D-32-1987-01-01 Bridge Inspection Policy; and
  • D-42-1985-02 Sewer Distribution System

was carried. 

4. Request for Decision re: Attendance at Rotaract garden opening on June 15, 2022

The motion to enable Councillor Carr to attend the opening of the Rotaract Community Gardens on June 15, 2022 was carried. 

5. Request for Decision re: Attendance at PRAIC Second Adhesion of Treaty 8 – National Indigenous Day on June 21, 2022

The motion to enable the members of council to attend National Indigenous Day events and the commemorating of the historical signing of the Second Adhesion of Treaty 8 happening on June 21, 2022, from 11:30 am at the Treaty 8 Monument was carried.

6. Request for Decision re: Woodland Cree First Nation Treaty Days Attendance – June 22 – 28, 2022

The motion to enable members of council to attend for up to 4 hours of the Treaty Days event happening from June 22 – June 28, 2022 was carried.

7. Revoking of Current CAO Appointment

Current Chief Administrative Officer, Christopher Parker has announced his resignation, with his last day being July 5, 2022. Director of Community Services, Tanya Bell will take over as CAO.

Two motions are needed, as required by the Municipal Government Act: one to revoke appointment, and one to appoint the acting CAO.

The motion to revoke Christopher Parker’s appointment as CAO on July 5, 2022 at 11:59 pm was carried. 

The motion for Tanya Bell to become interim CAO on July 6, 12:00 am was carried. 

8. Request for Decision re:  Attendance at NSC (Northern Sunrise County) meeting  – July 12, 2022

The motion to enable the members of council to attend the presentation to NSC council at their administration building on July 12, 2022 was carried. 

9. Request for Decision re: Attendance at PRAIC Blanket Exercise – June 29, 2022  at 6 pm

The motion to enable members of council to attend a blanket exercise happening on June 29, 2022, from 6-8 pm in Peace River at the Peace River Municipal Library was carried.

10. Request for Decision re: Attendance at Community Futures Annual General Meeting – June 27, 2022 at 5 pm

This item was accepted for information. 

Information

1. FOIP Training for Councillors online delivery

This item was accepted for information.

2. FCM Resolution on Federal Consumption of Canadian Oil and Natural Gas Resources

The motion to have Administration draft a letter of support to the FCM was carried. 

The motion that the Town of Peace River recommend that the Federation of Canadian Municipalities call on the Government of Canada to promote and encourage the consumption of Canadian oil and gas products over the use of energy products imported from other countries; and

that the Town of Peace River recommend that the Federation of Canadian Municipalities call on the Government of Canada to support a policy that all oil and gas imported and consumed in Canada meet the same stringent environmental, governance and social standards that Canadian oil and
gas producers must adhere; and,

that the Town of Peace River urge the Federation of Canadian Municipalities to recognize and promote the economic opportunities that the consumption of Canadian energy products will have on the Canadian economy and the resulting benefits Canadian municipalities will acquire through increases in collected royalties and taxes;

was carried.

A motion to have Administration write a letter thanking the Town of Whitecourt for their original efforts was carried.

3. PRAIC Minutes

The motion to strike this item from the agenda, as the incorrect item was attached, was carried.
